For Ukraine we show wartime and civil-defence alarms only, from the official UkraineAlarm API, with the time of the last successful verification. This is not a comprehensive civil-warning system.
Coverage is incomplete. We fetch official RSO and RCB messages and counter-terrorism alert levels (Poland), VUGD releases (Latvia) and kriis.ee releases (Estonia), plus MeteoAlarm weather warnings for PL, LT, LV and EE. Lithuania's LT72 blocks automated access, and Cell Broadcast (LV) and EE-ALARM have no public channel. For Ukraine we draw official oblast and raion boundaries (UN OCHA COD v05) and ingest only wartime and civil-defence alarms; Ukrainian weather warnings are not ingested. Ukrainian alarms come from the official UkraineAlarm API; a local alarm (raion, hromada) never fills a whole oblast, and state older than 3 minutes is marked unverified. A generic air-raid alarm does not mean an attack or impact occurred. Crimea and Sevastopol are shown within Ukraine's borders. Administrative boundaries are not a front line. Missing data never means no danger.
These are official public notices, not the THRESHOLD Index. Counter-terrorism alert levels are not air-raid alarms. Boundaries are indicative and some notices cannot be mapped. Initial view uses no GPS and stores no IP. (region)
